Notice of Adoption of the Town of Cochrane Growth Community Improvement Plan
Take Notice that the Council of The Corporation of the Town of Cochrane passed By-law 2025-05 and 2025-06 on the 14th day of January 2025, under Sections 17 and 28 of the Planning Act, R.S.O. 1990, c.P.13, as amended.
The By-laws adopted by Council are as follows:
- By-law 2025-05 to designate a Growth Community Improvement Project Area; and
- By-law 2025-06 to adopt a Growth Community Improvement Plan for the Town of Cochrane

Town of Cochrane Settlement Area.
The purpose and effect of the proposed Community Improvement Plan is to support and promote the growth of housing within the Settlement Area of the Town of Cochrane. The proposed Community Improvement Plan will provide a set of financial incentive programs to support development, redevelopment, and renovation of a range and mix of housing options including affordable housing, additional needs housing and additional residential units in the Town of Cochrane.
Council received four (4) written submissions on the Community Improvement Plan. The submissions spoke to the efficacy of the proposed incentive programs, the relationship between the incentive programs, the relationship between the proposed incentive programs and the provincial brownfield financial incentive program, and incentive implementation. Based on this feedback the CIP was updated to remove a reference to the Provincial Brownfields Financial Tax Incentive Program, to clarify that Council could enter into an affordable housing agreement, and to add a new ‘per door’ grant program. The Tax Increment Grant structure was also clarified, based on Council feedback.
And take notice that an appeal to the Ontario Land Tribunal in respect to this Community Improvement Plan may be made by filing a notice of appeal with the Municipal Clerk either via the Ontario Land Tribunal e-file service (first-time users will need to register for a My Ontario Account) at https://olt.gov.on.ca/e-file-service/ by selecting Town of Cochrane as the Approval Authority or by mail 171 Fourth Avenue Cochrane, ON P0L 1C0, no later than 4:30 p.m. on the 10th day of February 2025. The filing of an appeal after 4:30 p.m., in person or electronically, will be deemed to have been received the next business day. The appeal fee can be paid online through e-file or by certified cheque/money order to the Minister of Finance, Province of Ontario. If you wish to appeal to the Ontario Land Tribunal or request a fee reduction for an appeal, forms are available from the Ontario Land Tribunal website at https://olt.gov.on.ca/. If the e-file portal is down, you can submit your appeal to sophie.hautot@cochraneontario.com.
Only individuals, corporations and public bodies may appeal the decision of the Town of Cochrane to the Ontario Land Tribunal. A notice of appeal may not be filed by an unincorporated association or group. However, a notice of appeal may be filed in the name of an individual who is a member of the association or the group on its behalf.
No person or public body shall be added as a party to the hearing of the appeal unless, before the plan was adopted, the person or public body made oral submissions at a public meeting or written submissions to the council or, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

NOTICE OF PUBLIC MEETING
Town of Cochrane Growth Community Improvement Plan
TAKE NOTICE that in accordance with Section 28 of the Planning Act, R.S.O. 1990, as amended, the Council of the Corporation of the Town of Cochrane will hold a hybrid Public Meeting (in person and virtually via Teams) to discuss a Growth Community Improvement Plan (CIP) and the incentives it proposes therein.
PUBLIC MEETING DATE: Tuesday, December 10th, 2024
TIME: 5:00 pm

THE PURPOSE AND EFFECT of the proposed Community Improvement Plan is to support and promote the growth of housing within the Settlement Area of the Town of Cochrane. The proposed Community Improvement Plan will provide a set of financial incentive programs to support development, redevelopment, and renovation of a range and mix of housing options including affordable housing, additional needs housing and additional residential units in the Town of Cochrane.
ANY PERSON may attend the Public Meeting in person at Town Hall, 171 Fourth Avenue or virtually via Teams and/or make written or verbal representation either in support of or in opposition to the proposed Community Improvement Project Area and Community Improvement Plan.
ADDITIONAL INFORMATION and copies of the Growth CIP are available at Town Hall: 171 Fourth Avenue, Cochrane, ON P0L 1C0 or on the Town’s website.
WRITTEN AND ORAL SUBMISSIONS will form part of the public meeting record, including the name and address of the commenters, as information collected under the Planning Act. The minutes, written submissions and a recording of the meeting will be posted on the Town’s website.
Any person may make a submission in support of, in opposition to, or ask a question regarding the proposed Growth CIP. Written submissions can be made to the Planning Department by emailing sophie.hautot@cochraneontario.com, or by post or by dropping off at Town Hall, 171 Fourth Avenue, Town of Cochrane. Please ensure that all written submissions include your name, address and the application number of which you are submitting your comment to comment on.
To participate virtually via Teams at the Public Meeting, please pre-register with the Planning Department by sending an email to sophie.hautot@cochraneontario.com before 3:00 PM on Tuesday, December 10th, 2024. All registrants who indicate that they wish to attend virtually will be provided a link to join the virtual platform. Registrants will be notified of Council’s decision.

IF YOU WISH TO BE NOTIFIED of the decision of the Council of the Corporation of the Town of Cochrane on the proposed Growth CIP, you must make a written request to Sophie Hautot, Land Use Planner, by emailing sophie.hautot@cochraneontario.com or dropping off a letter to 171 Fourth Avenue, Town of Cochrane ON P0L 1C0.
If a person or public body would otherwise have an ability to appeal the decision of the Council of the Corporation of the Town of Cochrane to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Town before the proposed Growth CIP is adopted, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the Council of the Corporation of the Town of Cochrane before the proposed Growth CIP is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
